In 2021, the International Organization for Migration (IOM), with support from the Center for Development Communications (DEVCOM), developed a Pre-Departure Orientation (PDO) program, including modules and materials for BOESL, to ensure appropriate training for Jordan-bound women migrant workers. Recognizing the need to update the manual with relevant and accurate information on overseas employment, IOM initiated a revision in 2024, with DEVCOM providing valuable support. DEVCOM adapted and redesigned the manual to align with the current context. As part of the assignment, DEVCOM-

  1. Conducted interviews and facilitated a consultation workshop with BOESL trainers, current women migrants in Jordan, and Jordanian employers to assess field-level needs.
  2. Submitted a Needs Assessment Report to IOM.
  3. Revised the outline of the PDO manual.
  4. Redesigned and developed the manual and training materials, incorporating findings from interviews and updated information, and submitted them to IOM.

This revision ensures that the PDO program remains relevant and effectively prepares women migrant workers for employment in Jordan.

Project: Skills Profiling, Assessment of Challenges, and Development of Economic Reintegration Framework for Return Migrant Workers.

International labor migration contributes greatly to Bangladesh’s economy, but many returnees face challenges restarting their lives at home. To address this, WEWB and the RAISE project, with support from ILO and the Government of Switzerland, are strengthening reintegration systems under MoEWOE by improving institutional capacity, service delivery, and reforming policy.

As part of this initiative, ILO has engaged DEVCOM to support the economic reintegration of return migrant workers through the following key activities:

  1. Skills profiling: Conducting skills profiling of 5,000 returnee migrants to understand their qualifications, employment history, and capabilities.
  2. Interest Identification: Identifying returnees who are interested in securing employment or establishing small enterprises.
  3. Reintegration Framework Development: Designing a structured and strategic labor market reintegration framework, including recommendations on employment pathways and entrepreneurship opportunities.
  4. Bottleneck Assessment: Examining existing reintegration services and programs to identify bottlenecks and supporting returnee migrants and providing actionable, strategic solutions to overcome these challenges.

Bangladesh faces a rising public health challenge with 1.1 million female drug users, including 100,000 in Dhaka. Women now account for 16% of the country’s drug-using population, many of whom have limited access to harm reduction services due to mobility, informal livelihoods, and involvement in sex work. To address this, the ViiV Healthcare Positive Action program has established a gender-sensitive, community-led harm-reduction model. The initiative focuses on peer networks and mental health support to ensure inclusive and effective service delivery.

DEVCOM contributed to this initiative through the following activities:

  1. Training Module Development: Designing a comprehensive module for ViiV project staff to provide effective HIV prevention services for WWUD.
  2. IEC/BCC Materials: Creating informational and behavioral change communication resources on drug use, HIV prevention, and stress management tailored for WWUD.
  3. SOP Development: Formulating guidelines on Gender Transformative Essential Services to ensure structured and inclusive service delivery.

Project: FY2024 and FY2025 Combined Annual Study for Fight Slavery and Trafficking-In-Persons (FSTIP) Activity.

The Fight Slavery and Trafficking-In-Persons (FSTIP) Activity is a five-year initiative implemented by Winrock International to reduce vulnerability to trafficking-in-persons (TIP) and child marriage (CM) in Bangladesh. The project operates across 26 trafficking-prone districts in seven divisions. It focuses on strengthening prosecution systems, preventing human rights violations through awareness and behavior change, and improving protection and support services for survivors.

As part of this initiative, Winrock International has engaged DEVCOM to conduct the FSTIP Annual Study for FY2024 and FY2025, which assesses the project’s progress toward key outcomes and performance indicators.

DEVCOM contributed to this initiative through the following activities:

  1. Indicator Assessment: Assessing the project’s progress against nine annual performance indicators for FY2024 (October 2023-September 2024) and FY2025 (October 2024-September 2025), measuring key outcomes and outputs of the FSTIP Activity.
  2. Data Collection: Conducting quantitative and qualitative data collection through surveys, Key Informant Interviews (KIIs), and Focus Group Discussions (FGDs).
  3. Context Analysis: Analyzing the trafficking-in-persons (TIP) and child marriage (CM) context in the project’s intervention areas.
  4. Component Assessment: Examining project outcomes and outputs across FSTIP’s key components- prosecution, prevention, and protection to evaluate the effectiveness of interventions and identify areas for improvement.

Project: Revising the Pre-decision-Making Orientation (PDMO) Module & conducting ToT.
Partner: Helvetas Swiss Intercooperation Bangladesh
Services: Rapid needs assessment, PDMO outline and manual revision, ToT guideline development and ToT conduction, ToT accomplishment report and task completion report submission.
Duration: October 2024- November 2024

Helvetas, with technical assistance from the Center for Development Communications (DEVCOM), developed the PDMO manual during SIMS Phase 1 in 2021. Originally designed as a two-day training, the manual is now being revised in SIMS Phase 2 to a one-day format to maximize beneficiary support within the project's limited timeframe. DEVCOM played a key role in adapting and redesigning the manual to align with the current context. As part of the assignment, DEVCOM-

  1. Conducted interviews with trainers and program personnel to assess field-level conditions related to PDMO.
  2. Revised the outline of the PDMO manual.
  3. Designed and developed a one-day training manual, incorporating insights from interviews and updated contextual information.
  4. Conducted a Training of Trainers (ToT) session for master trainers based on the revised PDMO module.
  5. Submitted the ToT Accomplishment Report and Task Completion Report to Helvetas.

This streamlined approach ensures that beneficiaries receive essential training efficiently within the project's scope.
