Project: Capacity Building of Migration Stakeholders on Migration Related Legislation
Partner: International Organization for Migration (IOM) and European Union (EU)
Services: Needs Assessment, Training Module Development, Training Facilitation, Training Evaluation
Duration: October 2018 – April 2020
Migrant workers from Bangladesh still face huge challenges at all stages of migration due to lack of awareness about policies associated with migration and laws from the end of the migration-related stakeholders. Lack of adequate information dissemination, as well as access to proper information, involvement of copious layers of middlemen and an overall gap in policy implementation have led to migrant workers’ rights violations throughout the migration process.
To address the challenges of migration effectively and further influence the public, all stakeholders in the area of migration, including government officials such as- Ministry of Expatriate Welfare and Overseas Employment (MoEWOE), Ministry of Home Affairs (MoFA) Bureau of Manpower Employment and Training (BMET), District Employment and Manpower Office (DEMO), Technical Training Centers (TTCs), law enforcement agencies, judiciary and legal representatives, NGOs and Civil Society Organizations, and media personnel were trained through DEVCOM under this project, with the support of Government of Bangladesh, International Organization for Migration (IOM) and European Union (EU), from 2018 to 2020. A total number of 20 batches of trainings were organized under 7 Divisions, where 669 participants attended the trainings from 64 Districts.
The major contents of these trainings were:
• Introductory Session
• Overview of Migration
• International Migration Law and Human Rights of Migrants
• Gender Dimensions in Migration
• Understanding Migrant’s Perspective
• Commitment of Bangladesh for Migration and Development: Migration and Legislation in Bangladesh
• Role of Key Stakeholder & Legal Service For the Migrant Workers
• Participants’ Commitment and Strategies for Implementing National Action Plan and Closing Session
An impact evaluation was conducted on 10% of the participants after 3 months of the completion of the trainings and positive outcomes were derived from it.
