IOM initiated a project titled “Technical Support to the Bureau of Manpower, Employment and Training (BMET) on Overseas Market Information and to Bangladeshi Migrant Workers on ‘Recognition of Prior Learning’ (RPL)” with objectives to maximize benefits of migration for sending and receiving countries by establishing an RPL system to assess and certify skilled migrant workers and functionalizing the ethical recruitment system. Under this project, IOM wanted to conduct a longitudinal study of pilot batch of migrant workers with skill certification achieved through RPL assessment, for which they recruited the support of DEVCOM Managing Director Hassan Imam as a national consultant. He provided his technical support in various activities, including developing tools and methods used in the study; identifying, tracking and observing a number of migrant workers throughout the process of training, RPL assessment, certification and overseas employment situation. Along with these, he and his team also conducted interviews of these migrant workers over a period of 6 months; measured their benefits of recognition for overseas employment in terms of wage, remuneration and access to other benefits, and submitted report to IOM.
